Sorry its taken me so long to respond to these issues. On looking back at this post I noticed that the XML shown had been escaped into < and >s at some point, so obviously it would not work as shown. I've corrected that now. It is important to note that you need to replace the default flashpolicy.xml that comes with the download with the code shown in the post for it to work.

On following my own instructions I found a couple of gotchas... the command line to start the policy daemon needs to run as super-user (ie , sudo...) or it will not work ( I get an error saying that 'permission denied' though it also says that it is listening.

Once I had the policy server daemon running, I tried running the app in this page, but it still came back with a server error, even though the command line said that it had handled a valid request. I realized that I had not started the WiiFlash Server, so I did that, and pressed the 1 & 2 buttons on my wiimote so that it appears in the list of Wiimotes connected in the WiiFlashServerJ panel. NOW it finally worked when I reloaded the page and I was able to control the fish. Here is how the command line conversation went:

~/flash/flashpolicyd/Standalone
>: ./flashpolicyd.py --file=../flashpolicy.xml --port=843
Listening on port 843

(13, 'Permission denied')

~/flash/flashpolicyd/Standalone
>: sudo ./flashpolicyd.py --file=../flashpolicy.xml --port=843
Password:
Listening on port 843

Connection from 127.0.0.1:64006
Valid request received from 127.0.0.1:64006
Sent policy file to 127.0.0.1:64006
Connection from 127.0.0.1:64021
Valid request received from 127.0.0.1:64021
Sent policy file to 127.0.0.1:64021
